In accordance with the “Foreign Trade Law of the People’s Republic of China”, “Regulations on the Administration of Import and Export of Goods”, and “Measures for the Administration of Export Certificates”, the Ministry of Commerce and the General Administration of Customs have decided to adjust the “Catalogue of Export-Subjected Goods (2025)” (hereinafter referred to as the “Catalogue”).
The relevant matters are announced as follows:
1. Some steel products (see the attachment) will be included in the Catalogue.
2. Foreign trade operators exporting the aforementioned goods should apply for export certificates based on the goods export contract and the product quality inspection certificate issued by the manufacturer.
The Ministry of Commerce and the provincial-level local (provinces, autonomous regions, municipalities directly under the Central Government, Xinjiang Production and Construction Corps) commerce authorities entrusted by the Ministry of Commerce and some sub-provincial cities (Shenyang, Changchun, Harbin, Nanjing, Wuhan, Guangzhou, Chengdu, Xi’an) commerce authorities will issue export certificates according to their respective responsibilities.
Enterprises under the supervision of the State-owned Assets Supervision and Administration Commission of the State Council in Beijing shall apply for export certificates from the License Bureau of the Ministry of Commerce, while other enterprises shall apply for export certificates from the local provincial-level local commerce authorities or the commerce authorities of the sub-provincial cities.
Other matters not covered herein shall be implemented in accordance with the announcement No. 65 of the Ministry of Commerce and the General Administration of Customs in 2024.
3. This announcement shall come into effect on January 1, 2026.
